Financing

The main regulatory legal acts used in the planning and financing of expenditures for scientific, scientific-technical and innovation activities:

The main budget sources for financing scientific, scientific technical and innovation activities are the funds of the national budget and innovation funds in the Republic of Belarus.

For 2018, the national budget expenses on the implementation of the scientific, scientific-technical and innovation activities amounted to 248.9 million rubles, including:

for fundamental and applied scientific research - 77.8 million rubles;

for research and development carried out within state programs, state (industry, regional) scientific and technical programs - 52.2 million rubles;

38.7 million rubles for the development of the material and technical base of state scientific organizations;

15.2 million rubles for international scientific and technical cooperation events;

12.3 million rubles to carry out activities of the state system of scientific and technical information;

15.7 million rubles on the implementation of research plans aimed at the scientific and technical support of the activities of government bodies;

14.8 million rubles to ensure the statutory functions of the National Academy of Sciences of Belarus;

10.4 million rubles for training and certification of highly qualified scientific workers;

7.9 million rubles for other expenses in the field of science;

2.4 million rubles for innovative projects;

0.9 million rubles for the organization of activities and the development of the material and technical base of the subjects of the innovation infrastructure;

0.6 million rubles for the organization and implementation of state scientific and state scientific-technical expertises.

In 2018, the expenses of the national centralized innovation fund amounted to 225.4 million rubles, including:

for innovative projects of the State Innovation Development Program of the Republic of Belarus - 96.3 million rubles;

59.4 million rubles for applied research and development;

3.8 million rubles on the organization of activities and development of the material and technical base of the innovation infrastructure entities;

35.1 million rubles for the organization of the activities of sectoral laboratories established in scientific organizations;

10.5 million rubles for the financing expenses on separate decisions of the President of the Republic of Belarus;

20.3 million rubles for projects financed by Belarusian Innovation Fund on a returnable basis.

94.3 million rubles were allocated for scientific, scientific-technical, and innovative activities from the local innovation funds, including:

57.9 million rubles for innovative projects of the State Innovative Development Program of the Republic of Belarus;

4.7 million rubles for applied research and development;

22.2 million rubles for the organization of activities and development of the material and technical base of the innovation infrastructure entities;

9.1 million rubles for the organization of the activities of sectoral laboratories established in scientific organizations;

0.3 million rubles for the financing the expenses on separate decisions of the President of the Republic of Belarus;

0.2 million rubles for carrying out scientific and practical events (seminars, conferences, etc.).

In accordance with the Law on the National Budget for 2019, the expenses of the National budget for scientific, scientific-technical and innovative activities are planned in the amount of 284.0 million rubles; 173.0 million rubles of the national centralized innovation fund; for the total amount of 189.3 million rubles of local innovation funds.
