About 300 innovative developments to be presented at the exhibition by Day of Science

About 300 scientific and technical and innovative developments will be presented by the Day of Belarusian Science at the exhibition of scientific and technical achievements, including about 270 ones at the closed exposition at the National Library of Belarus. This was announced at a press conference by Alexander Shumilin, Chairman of the State Committee on Science and Technology of the Republic of Belarus, today. According to him, almost 70 organizations will present their developments, including: the National Academy of Sciences of Belarus, the Ministry of Education, the Ministry of Industry, the Belarusian State Concern for Oil and Chemistry, the State Committee on Standardization of the Republic of Belarus, the Ministry of Agriculture and Food of the Republic of Belarus, the State Military Industrial Committee, the Ministry of Communications and Informatization and the Ministry of Emergency Situations. A total of 500 people, including representatives of government agencies, scientists, engineers, researchers, as well as representatives of the diplomatic corps are expected to take part in the solemn events. 

Alexander Shumilin also noted that over the past year only 200 state-of-the-art innovations were developed and brought to the stage of practical application within the tasks of state scientific and technical programs. For example, more than 20 electric buses for a total of about 7 million USD were produced in the field of "Engineering". BelAZ specialists created a BelAZ-75180 quarry dump truck with a lifting capacity of 180 tons, which corresponds to the level of the best foreign analogues. In 2017, more than 40 dump trucks were produced for a total of about 70 million USD. All products are exported. 125 developments in the field of "Agro-Industrial Complex" were adopted in the production in 2017. By the way, the whole necessary range of complex mineral fertilizers with a balanced ratio of batteries for basic crops in agriculture was developed. More than 130 new methods of medical care were developed; 6 medicines, 9 diagnostic systems and medical products were registered in the field of "Pharmaceuticals" in 2017.

It should be noted that for the first time in Belarus, a method for diagnosing a transient cerebral ischemia of the brain of the patients suffering from an arterial hypertension has been developed at the Cardiology Scientific and Production Center. This method makes it possible to identify risk groups for the development of a cerebral infarction (this will increase survival by 40% and improve the patient's quality of life). A method for treating patients suffering from breast cancer, etc. was developed in the field of treatment of oncological diseases at the RSPC OMR named after N. Aleksandrov.

In 2017, 87 innovative projects of the State Program were implemented. As a result of this program, 20 new productions were put into operation.

The car assembly production at the company "BELGI”; the biotechnological complex for microclonal reproduction of economically useful plants in the Central Botanical Garden; the production of intelligent control systems of the process of spraying crops in Orsha district; new yeast plant in Slutsk district and others can be named among them. 10 production facilities were put into production capacity. The production of composite materials based on domestic thermoplastics for extrusion 3D printing at the Institute of Chemistry of New Materials of the NAS of Belarus; the production of solid dosage forms and medicinal products containing beta-lactam antibiotics at “Pharmtechnology”; the production of semiconductor generators and induction plants for heating metal under the plastic deformation and heat treatment at the Physical-Technical Institute of the NAS of Belarus; the production of gerotor pumps for installation in the transmission of wheeled tractors and road-building equipment in Mogilev and others are among them. 

The current Program, unlike the previous ones, is open. Now it is supplemented by 20 new projects. The organization of the production of analytical and inspection complexes of dual and special purpose at the holding company "Planar"; the organization of the production of optical components and laser systems with diode pumping of a new generation at the Institute of Physics of the National Academy of Sciences of Belarus; the creation of laser-optical products production for navigation systems, unmanned aerial vehicles and space vehicles in Minsk region at the “Aeromash” enterprise; the creation of automated production of steering units for the packaging of automotive equipment in Borisov and others are among them. 

Last year, the SCST actively developed the innovative infrastructure. 4 new scientific and technological parks and 2 technology transfer centers were registered. Currently, a developed network of entities of this infrastructure, covering all regions and comprising 24 organizations, such as 14 science and technology parks, 9 technology transfer centers and the Belarusian Innovation Fund has been formed in Belarus. The technology park network covers regional centers of our country without exception. Technology parks have been also created  in the regional centers, such as Pinsk, Novopolotsk and Gorki.

In 2017, a number of significant international events aimed at consolidating both on already well-known markets and opening new ones and attracting foreign investments and technologies were held.

 In particular, the national exposition of the Republic of Belarus took place at TRANSFIERE International Specialized Exhibition Forum in the field of science, technology and innovations in Malaga, Spain. According to this exhibition, 2 applications of Belarusian scientific organizations for participation in the program “Horizon 2020” with a funding volume of 100,000 euros were formed and submitted.

The national exposition of the Republic of Belarus was organized for the first time in the history of Belarusian-American relations at eMerge Americas, an international exhibition and conference in the field of high technologies, held in Miami. As a result of the exhibition, contracts worth 220,000 USD were signed. Americans, first of all, became interested in Belarusian developments in the field of instrument making and information technologies. 

The SCST, together with the interested parties, is working on a number of legislative initiatives, including on improving the system of protection and use of intellectual property, in particular, by reducing the rate of the amount of patent fees. It should be noted that the rates of patent fees have been converted into Belarusian rubles and fixed in base values since January 1, 2017. Currently, the draft Law of the Republic of Belarus "On Amendments to the Tax Code of the Republic of Belarus" includes a proposal to reduce individual patent duty rates by 30%, as well as to establish a privilege for payment of patent fees for organizations accredited as scientific.

It is assumed that these organizations will pay patent fees of 25% of the established amount. In addition, a privilege to pay patent duties for payers for maintaining the patent for an invention  during the first five years, which is the result of scientific or scientific and technical activities and created at the expense of budgetary funds, was introduced.
