The proposals prepared for inclusion in the draft enactment of the Council of Ministers of the Republic of Belarus “On Amendments to the Enactment of the Council of Ministers of the Republic Belarus on August 31, 2005 no. 961” were considered at the session of the Public Advisory Council on the development of entrepreneurship in the field of science, technology and innovation under the State Committee on Science and Technology. The document proposes to take into account the risk of scientific and technical and innovative activities, as well as objective reasons due to which bona fide executors are exempted from responsibility in case of failure to implement the assigned tasks. Similar reasons are proposed to the customer. ‘In the conditions of a strict global competition such a solution enables to avoid the refusal to carry out the works with increased risks in a number of important areas for the country,’ the Chairman of the State Committee on Science and Technology Alexander Shumilin said. He also noted that in case of disputable issues, the decision on the return of the budget funds will be made taking into account the opinion of the Commission on State Scientific and Technical Policy under the Council of Ministers of the Republic of Belarus.

The proposals for improving the common system of state scientific and scientific and technical expertise were also discussed at the PAC. In particular, it is expected to introduce the regulations on the order of its functioning and to create legal bases for the permanent operation of the automated information-analytical system “Expertise”.

In addition, the draft resolution “On Amendments to the Enactment of the Council of Ministers of the Republic of Belarus of May 22, 2015 no. 431” provides for the establishment of a contest for the title of the best expert of the year with the establishment of an appropriate remuneration.
