The implementation of the Program on the Improvement of the Scientific Area of the Republic of Belarus and the Schedule of Events on the Implementation of the Program for 2017-2018 are discussed at the joint session of the Presidium of the National Academy of Sciences of Belarus and the Board of the State Committee on Science and Technology of the Republic of Belarus. Fundamental points of complexes of measures have been implemented, including the ones concerning the competence of the SCST, according to the results of the presented information.  

In particular, the procedure of the state accreditation of organizations implementing scientific researches and developments is held on the system basis. Thus, in 2017, 110 scientific organizations were accredited (101 organizations were accredited repeatedly and 9 ones for the first time). In total, 226 organizations were accredited in the Republic. 

The implementation of the State Program of Innovative Development of the Republic of Belarus was continued in the specified terms. Thus, 86 projects on creation of new productions of decisive importance for the country's innovative development were implemented and 1635 jobs were created or modernized within the SPID in 2017. It should also be noted that the innovation infrastructure was actively developed last year: 4 technology parks and 2 technology transfer centers were registered.

At present, there are 24 operating entities of the innovation infrastructure, including 14 science and technology parks, 9 technology transfer centers, the Belarusian Innovation Fund (523 workplaces are were created by technology parks; 493 of them are residents of technology parks, and the output of goods (services) by technology park residents amounted to 87.2 million rubles, while the share of output of innovative products (goods and services) in the total output of products (goods and services) by residents of technology parks amounted to 67.8%. 

In 2017, the active work was also carried out to improve the management of the intellectual property and the transfer of technology. Thus, the SCST prepared draft resolutions of the Council of Ministers of the Republic of Belarus: 

  • “On the Introduction of Amendments to Some Resolutions of the Council of Ministers of the Republic of Belarus”, which includes the adjustment of the Resolution of the Council of Ministers of the Republic of Belarus no. 346 of March 21, 2009;  “On Registration of License Agreements, Agreements on the Pledge of Industry Property Rights, Agreements on Pledge of Property Rights Certified by a Certificate for a Trademark and a Service Mark and Contracts of a Complex Entrepreneurial License (franchising)”among other things; 

  • “On the Introduction of Amendments to the Resolutions of the Council of Ministers of the Republic of Belarus”, which provides for the adjustment of the Resolution of the Council of Ministers of the Republic of Belarus no. 119 of February 2, 2011 "On Approval of the Regulations on the Procedure for Drawing up an Application for the Grant of a Patent for an Invention, on Its Expertise and Making a Decision on the Results of the Examination” among other things. Currently, these projects are in harmonization with the interested national state governing bodies.

The centralization of resources in the RCIF enabled to increase budgetary expenditures for research and development  in the reporting period. Thus, in 2017, 44.2 million rubles were allocated to fund research and development from innovation funds. 

The issues of improving the state scientific and technical expertise, including proposals to amend the Resolution of the Council of Ministers of the Republic of Belarus no. 431 of May 22, 2015“On the Procedure for the Functioning of a Unified System of State Scientific and State Scientific and Technical Expertise” were also discussed at the meeting. According to Sergei Shcherbakov, Vice Chairman of the State Committee on Science and Technology of the Republic of Belarus, 761 draft tasks of research programs, scientific and technical programs and business plans have been sent to the state scientific, scientific and technical expertise  since the beginning of 2018. 650 expert projects were considered by the state expert councils, and 504 (77.5%) received a positive opinion from them. To improve the work of the expertise and shorten its timing, the SCST initiates the connection of all state expert councils to the automated information system “Unified Expertise”, which will start working by the end of this year. The new system will ensure a prompt interaction of all interested employees and will enable to track the stages of the project through the stages of examination. In addition, the proposals provide for the introduction of the position of the secretary of the hydro power plant on a professional basis, the certification of experts, the establishment of a competition for the title of the best expert, the obligatory state expertise of research, development and experimental and technological work financed in full or in part from the funds of innovation funds, etc.
