Alexander Shumilin: Belarusian inventions in artificial intelligence are successfully applied in healthcare and auto industry

Artificial intelligence (AI) technologies, developed in Belarus, have been successfully integrated in healthcare, auto industry and agriculture. The idea was announced today at the first forum on artificial intelligence in the framework of the initiative “Belt and Road Initiative” by the Chairman of the State Committee on Science and Technology of the Republic of Belarus, Alexander Shumilin. He also pointed out that such technologies are being developed at the Joint Institute for Informatics Problems of the National Academy of Sciences of Belarus, BSU, and BSUIR.

“All conditions necessary for successful development of artificial intelligence are met in Belarus, from regulatory environment that makes working process in the field of information and communication technologies more convenient, to technical base and a system for training young professionals. Today we must enhance the existing opportunities, as well as establish export lines for the products developed in the country,” said Alexander Shumilin. He added that the state scientific and technical program “Intelligent Information Technologies” for 2016-2020 is currently being implemented. The program was created to develop and implement advanced information technologies, including an intelligent information system for monitoring the nuclear and radiation safety. Another objects of the program are the software for controlling equipment based on machine vision systems at OJSC KBTM-OMO and creation of information technologies for computer simulation at JSC AMKADOR. This year, the Republican Scientific and Practical Center for Transfusiology and Medical Biotechnology is to conclude the development of methods and software for the analysis of transfusion, control and distribution of blood components in the country.


It should be noted that one of the fundamental bills in the national IT industry happened to be the Decree of the President of the Republic of Belarus No. 8 “On the Development of the Digital Economy” of December 21, 2017, legalizing cryptocurrency and mining for businesses and individuals, as well as establishing a visa-free regime for foreign citizens at the High-Tech Park. New resident companies that have joined the HTP after the adoption of the decree specialize in AI, machine learning, IoT, augmented reality technology and much more, which makes our country the competency center of the entire Eastern European region in artificial intelligence. Belarus also approved at the legislative level the state program for the development of the digital economy and the information society until 2020. The program provides for the implementation of activities on the basis of modern information and communication infrastructure aimed at the provision of public services and the implementation of administrative procedures in electronic form, increasing their accessibility, promoting the export of ICT services and domestic demand for IT services.


For information: from 2013 to 2018, total exports of services increased 2.5 times (from 740.7 to 1,840.5 million USD); the contribution of ICT services to total exports of goods and services increased 2.6 times from 1.7 to 4.4%. The average annual growth rate of the value of exports amounted to 20.0%.
