Alexander Shumilin: approaches to project development and implementation have changed in the new Interstate program for innovation cooperation of CIS member States

The Interstate program of innovation cooperation of the CIS member States until 2030 has changed approaches to the development and implementation of interstate innovation projects. This was announced by Alexander Shumilin, Chairman of the State Committee for science and technology of the Republic of Belarus, at a meeting of the CIS Economic Council via videoconference today. According to him, the document provides for the possibility to start implementing projects with the participation of two CIS member States and further accession of other interested countries. At the same time, the implementation of the new program will be carried out by developing and approving Comprehensive action plans for its implementation for a period of five years, which will contain specific initiatives, activities and projects with an indication of the responsible executors, volumes, sources of funding, as well as the timing of their implementation.
"The main results of the new program will be an increase in the number of breakthrough technologies and promising developments, as well as the organization of large - scale science-intensive and competitive industries within the common innovation space of the Commonwealth," Alexander Shumilin stressed. 
He also noted that the interstate program of innovative cooperation of the CIS member States until 2030 has been prepared taking into account the experience of implementing the previous similar program for the period up to 2020 and the requirements of the modern theory of forecasting and strategic planning within the framework of interstate innovation cooperation. The draft program was developed by an interstate working group formed at the end of 2019, which included experts in the field of scientific and innovative activities from the CIS member States, as well as representatives of Rossotrudnichestvo, the SKOLKOVO Foundation and the CIS Executive Committee.
The document was considered at the meetings of the Interstate Council for cooperation in science, technology and innovation (IC NTI) on April 30, 2020 and the Commission on economic Affairs of the CIS Economic Council on July 22, 2020. In the near future, the draft program will be submitted to the CIS Council of heads of government for consideration.
