Belarus stands for expanding scientific, technical and innovative cooperation within the EAEU - Alexander Shumilin

Belarus calls out for expanding scientific, technical and innovative cooperation within the EAEU, including through the formation and implementation of Eurasian Technology Platforms. This was announced by the Chairman of the State Committee on Science and Technology of the Republic of Belarus Alexander Shumilin at a meeting with the Minister for Industry and Agriculture of the EEC Artak Kamalyan. According to him, at present, joint work is underway to coordinate documents such as the draft “Strategic Directions for the Development of Eurasian Economic Integration until 2025” and the draft “Main Directions for Industrial Cooperation within the EAEU for the Period until 2025”. “The State Committee on Science and Technology fully supports the inclusion of measures and mechanisms in these project documents that will contribute to the development of scientific and technological progress, the implementation of joint research, projects and programs, as well as cooperation in the field of green technologies,” said Alexander Shumilin . He also noted that the EAEU Treaty lacks basic provisions on scientific and technical cooperation that would allow regulating scientific, technical and innovative interaction within the framework of the union. “In this regard, I consider it important to return to the issue of including a separate article in the Treaty on the EAEU defining the directions of cooperation of the EAEU member states in the scientific, technical and innovative spheres,” the SCST Chairman said.

Belarus is one of the initiators of the creation and member of the Eurasian Economic Union, uniting the markets of Armenia, Belarus, Kazakhstan, Kyrgyzstan and Russia. Under the coordination of the Belarusian State Committee on Science and Technology, the responsible governing bodies of the EAEU member states and the EEC Department of Industrial Policy, 16 ETPs have been formed in 10 technological areas. In 2019, as a result of the joint work, as a priority in the “Industrial Technologies” direction, the creation of another ETP “Technology for Maintenance and Repair of Industrial Equipment” was initiated. This technology platform brings together scientific, research-and-production and scientific-technical organizations of the three states - members of the Union. In particular, examples of the productive activities of Belarusian founders within the framework of Eurasian technology platforms are:

1) ETP “Space and Geoinformation Technologies - Products of Global Competitiveness” (the Belarusian founder is NIRUP “Geoinformation Systems” of the National Academy of Sciences of Belarus; the platform coordinator is the joint Russian-Belarusian enterprise International Space Technologies). Together with Russian and Kazakhstani organizations, competitive services and geoinformation products are being developed based on the use of integrated information on the Earth’s surface and subsurface obtained from space. A promising direction for the development of the ETP is the implementation within the framework of the ETP of the Interstate program “An Integrated System of Member States of the Eurasian Economic Union for the Production and Provision of Space and Geoinformation Services Based on National Sources of Remote Sensing Earth Data” for the period 2021-2025. (participation of UE “Geoinformation systems” is planned from 2020);

2) ETP "Eurasia Bio". Active development of joint projects in the field of biotechnology is being carried out in order to effectively use it in the interests of science, education, economic sectors, the social sphere and state needs. So, the GNU “Institute of Microbiology of the NAS of Belarus” initiated the development of the EAEU Interstate Targeted Program “Innovative Biotechnologies for Economic Development of the EAEU Countries” for the 2019-2023, and “Innovative Biotechnologies-2” for the period until 2030. The presentation of the project took place in October 2018 at the International Forum “Eurasian Week” in Yerevan (Republic of Armenia);

3) ETP "Lighting Engineering". The project "Organization of the production of LED lighting equipment" designed for the implementation in 2018-2021. Its participants are Belarusian, Russian, Armenian, Kazakhstani and Kyrgyz organizations and companies.
