SCST and UNDP are to prepare a draft strategy for intellectual property in Belarus until 2030

The State Committee on Science and Technology of the Republic of Belarus and the United Nations Development Program in the Republic of Belarus plan to prepare a draft strategy of Belarus in the field of intellectual property for 2021-2030. The plan for preparing the draft strategy and prospects for cooperation were discussed today at a meeting of the SCST Chairman Alexander Shumilin with UNDP Resident Representative Alexandra Solovieva. In the framework of bilateral cooperation, the parties also plan to develop the franchising market, technology and innovation support centers and the infrastructure of the intellectual property market.

“The State Committee on Science and Technology is interested in working with UNDP and implementing projects to achieve the Sustainable Development Goals, including the creation of a Center for Scientific and Scientific-Technological Forecasting in the Republic of Belarus using foresight methodology,” said Alexander Shumilin. According to him, such a center can be created on the basis of the Belarusian Institute for System Analysis and Information Support of the scientific and technical sphere. The Chairman of the SCST also highlighted the promising project to create the joint venture funds with the Belarusian Innovation Fund for the implementation of innovative projects that are consistent with the priority areas and Sustainable Development Goals. In addition, Belinfond is ready to act as a coordinator of projects in the field of public-private partnership and join the Acceleration Laboratory team at the UNDP office, which will accelerate and search for solutions in the field of innovative development.

It should be noted that the SCST has rich experience in cooperation with the United Nations structural units in the field of innovation. Thus, the projects were implented on the preparation of innovative development reviews in the Republic of Belarus (2011, 2017), and the project “Subregional Review of Innovation Policy” (with UNDP direct participation). In 2019-2020, the SCST and UNECE implemented projects to assess the effectiveness of state innovation policy, expand the portfolio of financial instruments of state innovation policy, in which technical assistance was attracted by UNECE.

Reference: For 2019–2022, UNECE attracted $ 2.2 million in donor funds from the Swedish government for the implementation of the “Promotion of Innovation Policy in Eastern Europe and the Caucasus” project, which provided financial opportunities for the organization to support the innovative development of the six target countries, including Belarus.
