STATUTE

of the Committee on the issues of the state scientific-technical policy under the Council of Ministers of the Republic of Belarus

Approved by the Resolution of  the Council of Ministers of the Republic of Belarus no.1150 of August 29, 2011

 

1. The Committee on the issues of the state scientific-technical policy under the Council of Ministers of the Republic of Belarus (hereafter the Committee) has been created with the purpose of formulation of proposals on the issues of formation and implementation of the state scientific-technical policy and use of achievements of science in economy for the Government of the Republic of Belarus

 

2. The Committee is composed of leading scientists and specialists, managers of state governing bodies and other public organizations subordinated to the Government of the Republic of Belarus, the National Academy of Sciences of Belarus which are responsible for the implementation of scientific-technical policy with regard to supervised activities.

The Personnel of the Committee is approved by the Council of Ministers of the Republic of Belarus.

 

3. The Committee is guided by this Statute and other legislative acts in its practice.

 

4. The task of the Committee is a formulation of proposals for the Government of the Republic of Belarus:

on the main directions of forming and implementation of the national scientific-technical policy;

on the ways of restructuring of scientific and scientific-technical scopes of activity in the context of construction of working economy;

on maintenance, development and efficient use of the scientific and scientific-technical potential of the Republic;

on the perfection of legal terms for the development of scientific, scientific-technical activities and acceleration of the scientific and technological progress;

on the efficiency mechanisms of commercialization of intellectual property items;

on formation and development of a market of scientific-technical and innovation products.

 

5. The Committee considers the issues of:

forecasting of scientific-technical development of the Republic;

determination of priority directions of researches, scientific-technical and innovation activities;

drafts of the list of state complex target scientific-technical programs;

drafts of the list of state research programs;

drafts of the lists of state and regional scientific-technical programs;

drafts of legislative acts necessary for implementation of the state scientific-technical policy;

elaboration and development of new forms of state support in the fields of scientific, scientific-technical and innovation activities, creation of conditions for attraction of national and foreign investments into the mentioned activities;

efficiencyenhancement of use and maintenance of scientific and scientific-technical potential of the Republic and social protection of scientific workers;

establishment, reorganization and liquidation of state scientific organizations and development of innovation infrastructure;

activities of state governing bodies  and other organizations subordinated to the Government of the Republic of Belarus, the National Academy of Sciences of Belarus concerning development of scientific, scientific-technical and innovation activities and implementation of the results of researches into production;

development of international scientific-technical collaboration;

functioning of the national system of high-    qualified scientific brainpower training and certification;

formation and implementation of the economic, legal and technical policy in the field of protection of the intellectual property item rights;

implementation of the decisions of the President of the Republic of Belarus, National Assembly of the Republic of Belarus and the Council of Ministers of the Republic of Belarus oriented to the development of scientific, scientific-technical and innovation activities;

other issues within its competence related to the implementation of the state scientific-technical policy.

 

6. The Committee is entitled to:

introduce the proposals concerning the issues mentioned in the fifth clause of this Statute into the Council of Ministers of the Republic of Belarus;

entrust the national governing bodies and other public organizations, subordinated to the Government of the Republic of Belarus, the National Academy of Sciences of Belarus and other legal persons with preparation  of proposals concerning development of science  and technology, commercialization of scientific-technical activity results;

request and receive the materials necessary for activity of the Committee in accordance with legislation from the national governing bodies and other public organizations subordinated to the Government of the Republic of Belarus, the National Academy of Sciences of Belarus and other legal persons;

hear reports and accounts concerning the state of development of scientific, scientific-technical and innovation fields of activity from representatives of the national governing bodies and other public organizations subordinated to the Government of the Republic of Belarus, the National Academy of Sciences of Belarus and other legal persons during its meetings.

 

7.  Meetings of the Committee are held in accordance with the plans of its work and are considered to be authorized ones in case of attendance of at least 50% of the committee members at the meetings. The meetings are guided by the Chairman of the Committee or by one of the Vice Chairmen at the Chairman’s request. The Committee members participate in the meetings without a right of being substituted by someone.

 

8. The Committee’s decisions:

are taken by simple majority of votes of the members attending the meeting. In case of equality of votes the person chairing the meeting has a casting vote right;

are written in the minutes of the meetings which are signed by  the person chairing the meeting and the executive secretary and the persons concerned may be informed of the decisions by means of extracts of the minutes.

 

9. The groups of experts under the guidance of the committee members are formed under the Committee in case of need in more detailed preparing of the issues submitted for consideration by the Committee. The groups may include scientific workers and specialists of national governing bodies and other public organizations subordinated to the Government of the Republic of Belarus, the National Academy of Sciences of Belarus and other legal persons.

 

10. Office work is carried out by the State Machine of the Council of Ministers of the Republic of Belarus.
